Itamar Ben-Gvir has proposed a bill to the Israeli Knesset aimed at canceling the Oslo Accords, the Hebron Protocol, and the Wye River Memorandum, seeking to revert Israel to its pre-agreement status.
Resigned Israeli National Security Minister Itamar Ben-Gvir announced on Sunday that he has submitted a bill to the Israeli parliament (Knesset) to cancel the Oslo Accords, the Hebron Protocol, and the Wye River Memorandum—agreements previously made between Israel and the Palestinian side.
Ben-Gvir shared the news on his X account, stating, “We are righting a long-standing injustice. Along with my colleagues in the Otzma Yehudit (Jewish Power) party, I have submitted a bill aimed at canceling the Oslo Accords, the Hebron Agreement, and the Wye River Agreement.”
The far-right Israeli politician explained that the bill calls for the complete annulment of these agreements, with Israel reverting to the pre-agreement status, including reclaiming the lands transferred under the agreements.
Additionally, the laws that were enacted to enforce these agreements will be repealed. The bill grants Israeli Prime Minister Benjamin Netanyahu the authority to set regulations necessary for implementing the decision.
Key Provisions of the Agreements
In September 1993, Israeli Prime Minister Yitzhak Rabin and Palestinian Liberation Organization (PLO) Chairman Yasser Arafat signed the Oslo Declaration, which outlined the establishment of Palestinian self-rule.
The agreement, known as the Oslo I Accord or the Declaration of Principles, was the result of secret negotiations in Norway and was signed in Washington, with the United States and Russia as witnesses.
Among the key provisions were mutual recognition between the Palestinian and Israeli sides, a phased Israeli withdrawal from the West Bank and Gaza, the formation of an elected Palestinian Authority with limited powers, and a timeframe of three years to resolve outstanding issues.
As part of this process, Israel withdrew from Gaza and Jericho, and Yasser Arafat, along with PLO officials, returned to Palestine from Tunisia to establish the Palestinian National Authority.
Hebron Protocol
Ben-Gvir also called for the cancellation of the Hebron Protocol, signed in January 1997.
The agreement outlined a redeployment of Israeli forces in Hebron, dividing the city into two sections.
One area came under full Palestinian control while the remaining area was placed under Israeli security control, with civil powers transferred to the Palestinian Authority.
Wye River Memorandum
The Wye River Memorandum, signed in October 1998 by Yasser Arafat and Israeli Prime Minister Benjamin Netanyahu, established several key provisions.
The memorandum called for Israeli withdrawals from certain parts of the occupied West Bank, the implementation of security measures to address terrorism, improved economic relations between the Palestinian Authority and Israel, and the resumption of final-status negotiations.

I get the impression that they were pretty much dead letters by now – when you read of what’s happening in Hebron, it’s clear that nobody on the Israeli side has been acting in accordance with any such agreement for over twenty years.
